Himanta Biswa Sarma attended his education at Kamrup Academy School; in Guwahati in 1985. He later was enrolled at Cotton College, Guwahati to pursue his studies further in the field of political sciences. Sarma also earned a Bachelor of Law (undergraduate law degree) from the Government Law College. Sarma also earned a Ph.D. doctorate at Gauhati University.

Himanta Biswa Sarma married Riniki Bhuyan Sarma on 7 June 2001. The couple welcomed an infant boy, Nandil Biswa Sarma, and an infant daughter named Sukanya Sarma.
Politics Inception
Their political career of Sarma began in the year 1996 when Sarma was a part of his first political party, the Indian National Congress. He electes first as an MLA from the Jalukbari Assembly constituency in 2001 on the Congress ticket.
He had defeated Assam Gana Parishad leader Bhrigu Phukan. Since then, he’s won his Jalukbari seat. The seat was won four times in 2001, 2006, 2011, and in 2016. He was a candidate from his Jalukbari Seat for the fifth consecutive time during this election.

Sarma was a three-term member as a member of the Legislative Assembly of Assam as an Assam Congress politician. He was first elected in 2001. Sarma was elected again between 2006 and 2011. He was Minister of Agriculture, Health, Planning and Development, Transformation and Development, and Finance during the three-year tenure of Tarun Gogoi-led the Congress government in Assam.

On April 23, 2017, Sarma was unanimously elected the president of the Badminton Association of India. Sarma was head of the Assam Badminton Association. He also was elected President of the Assam Cricket Association in June 2016, when his party mate Pradip Buragohain took over as secretary.
Sarma is also known as the longest-serving vice president of the association, serving from 2002 until 2016. On March 25, 2022, Sarma got reelected to the post of president of the Badminton Association of India for another term of four years beginning in 2022 to 2026 during the general body meetings in Guwahati.
